SOCIA LIST JOURNALISTS ARRESTED. Australian and N.Z. Cable Association. PETROGRAD, April 11. A REASSURING MESSAGE

PERFECT ORDER RESTORED. LONDON, April 11. The editor of the Bourse Gazette', in a special message to London newspapers, sums up the existing condition of affairs in Russia. The union of the Government and Army, which includes high commands as well as officers and men, is gaining strength daily. The Army is prepared to support the Government agtfinst any danger from whatever source. The idea of a constitutional monarchy is discredited among the masses of the people. AW classes desire a democratic republic, and vast social reforms, especially agrarian. There is perfect order throughout the country. The Government has decided to requisition food supplies, and is introducing State monopoly over corn. The success is assured of the forthcoming liberty loan. Orthodox and Catholic clergy support the loan. UGLY MOVE BY LABOURITES. PEACE NEGOTIATIONS WITH ENEMY. (Times.) PETROGKAD, April 11. The internal crisis is assuming an acute"form. The Committee of Labour Deputies has officially notified the formation of a committee on foreign relations to open direct peace negotiations with the enemy. For this put pose a deputation is going to Stockholm. The committee demands that their representatives be given a voice in directing operations at the front. The committee of soldiers' deputies publishes what it terms the "fundamental programme" declaring that "while not repudiating active defence, we demand immediate united peace negotiations among all belligerent?, and propaganda among the masses with a view to terminating the war, which benefits only the bourgeoiserie.
