ECHO OF (SPANISH-AMERICAK WAR. A GERMAN PLAN UPSET. (Australian and N.Z. Cable Association.) Received January 29, 12.15 p.m. WASHINGTON, January 23. Senator W. A. Smith states that a fortnight prior to his death Admiral Dewey had told him that Von Diederick, the German admiral at Manilla, during the Spanish-American war, had planned to take possession of the Philippines in tlie name of Germany, who had agreed to their purchase from Spain, the objective being a great German possession for tbe East.
