Mr Cyril Brown, the New York World’s Berlin correspondent, states shat tha conviction is growing in naval circles that a submarine campaign against merchantmen must settle the war. Submarine ravages during the recent months have whetted the German desire for further deeds. There is a growing tendency to regard all armed merchantmen as fair game. The ruthless submarine party are tugging at the leash, which jnay shortly be loosed.
