President Wilson has declared an embargo on the export of arms and munitions to Mexico as the outcome of the recognition of Carranza. Gennan-Ameri-cans are demanding that he ought also to place an embargo on the Allies, The Press points out that the two cases are radically different, as Carranza is still able to secure arms and ammunition. because hq is recognised as the head of the Mexican Government.
