NEW .PLYMOUTH, July 9. Mr Oliver Samuel, a lata member of the Legislative Council, am] a former representative of the district in the Lower House, has been asked by an influential deputation to contest the scat at the forthcoming election in the Liberal interest, but declined />u the ground that he is totally opposed to the party system of Government. Mr I). J, Hughes, a member of the Harbour Board for the Waimato district, is mentioned as a possible candidate.
