The I ords re-’r-cted the Council of India Bill by 96 to 3< The Bill was designed to reorganise the Council at Whitehall and make it a .statutory obligation to nnnoint two Indian members. The chief objection to the measure was grounded on the contention that the Bill changes the Council from an advisory board to an administrative bodv. and bestows autocratic powers on the Secretary of State.
