Five hundred Bakhtiaris and 500 reformed cavalry are starting against the ex-Shah. Two thousand Bakhtiaris will operate against Salar-ed-Dowler. STRONG PROTEST BY PERSIA. Russia Held Responsible. Received July 21, 9.25 a.m. TEHERAN, July 20. The Persian Government has sent a storongly worded note to tiTe British and Russian legation, recalling the frequent representations as to the ex-Shah’s intrigue, and maintains that Russia must be held responsible for the disorders and losses of property that may result.
