RESIGNATION OF GOVERNMENT. Press Association.—Telegraph.—Copyright. MEXICO CITY, March 25. The Government has resigned, but President Diaz has deferred the acceptance or rejection of the resignation. The reason for the Ministers’ action is that they believe that the retirement of the Cabinet will facilitate the establshment of peace with political reforms. The insurgents believe that the granting of their demands is imminent. DEFEAT OF FEDERAL TROOPS. MEXICO CITY, March 25. Ecports received from Presidio, Texas, assert that the insurgent forces defeated the -Federal troops near Chihuahua City. The Federal loss is reported as 160 killed. REFORMS DECIDED UPON. Received March 27, 8.5 a.in. NEW YORK, March 26. ' Senor Delaba.rra; Mexican Minister to the United States, has been appointed .Foreign Minister in the new Mexican Cabinet. Senor Delabarra announces that reforms have been decided upon.
