Deceived March 27, 8.5 a.in. ST. PETERSBURG, March 26. Russia’s ultimatum,to China expires on Tuesday. CHINA BACKS DOWN. Concedes Russian Demands. Received March 27, 2.5 p.m. PEKIN, March 26. China has informed Russia of its unreserved acquiescence in the proposals. Russian troops have been mobilising on the Chinese frontier for some time past. A Note presented to China by Russia declared that the Chinese replies to the Russian representations indicate an unfriendly distortion of treaty provisions, and added that persistence in this course would lead to.a disturbance of relations between the two countries. China’s back down appears to he complete, so that the trouble seems tow to be at an end.
