THE BOARD MEMBERS’ POLICY. Proposals for the Future. Memorandum of future policy of Uio undersigned members of the Wanganui Harbour Hoard if returned at the forthcoming election. The policy ia brief being to initiate and carry on a further harbour improvement scheme to admit the frozen meat and other deep-sea shipping into the port by—1. Adopting the scheme of works as outlined in the plane and estimate prepared by Mr C. H. Howarth, resident engineer, subject, however, to the plans and estimate of cost, also estimates of results, being confirmed by an outside and independent marine engineer, and approved by tho Marine Department, or adopting any modification of the said scheme as may he approved of by the above-named authorities. 2. Upon tho adoption of a- scheme, promote a Hill in Parliament authorising the raising of a loan of from ,£200,(1(10 'to £250,00(1, and declaring a rating area on a graduated scale of, say, one-third for counties that may he included in the rating area and two-thirds for Wanganui combined district, for the purpose of securing such loan. :i. Upon the passing of the said Hill, and obtaining the authority of the electors, to proceed at once to raise the loan. 4. Order at the earliest possible date a. high-class dredge capible of dredging a floating basin deep enough for boats of llUlt, draught, and. if necessary, dredging and keeping clear the channel from the ocean to tho basin. 5. Upon the arrival of the dredge proceed with the dredging of the deep-sea basin extending from the Heads wharf upwards in the direction of Gilberd’s Soap Factory, as shown on plan. fi. To carry out the north and (south moles to the points shown on said plans or such other modifications as may be adopted. 7. Construct the mole shown on plan to protect the floating basin from the force and silting effects of floods. ‘ 8. To construct wharves, stores, and such other shore works as may bo necessary for the shipping using that part ot the port. 9. Subject to the final estimate of tho above works leaving sufficient margin out of the loan, continue the training of the channel up to the town by the extension ot the training walls, and farther dredging to such depths as funds will permit. 1,0. Wall to Basin.—Length 2000 ft, 6ft Gin above high-water spring tides, 28,001) tons of nibble at 5s Gd, £7.400; 22,000 cubic yards clay at Is Gd, £1750. Mole Extension. —North mole, 1800 ft at £l7 10s, £31,500; smith mole, 2100 ft at £l7 10s, £36,750. Quarry Extension.—Three cranes, four punts, one tng, incline wharf, and opening quarry, £BOOO. Dredge.—Combined Eruhling or other patent sand suction and bucket dredge, capable of lifting 900 tons per hour, £40,000. Total, £150,300. Engineering and contingencies, etc. £IO,OOO. For immediate requirements, total £160,300, For fully developing inner harbour am necessity arises, £39,700. Grand total, £200,0110.
