With all the Provincial Governments’ support, the Viceroy’s Council has passed the Factory Act, establishing a 12-hour day for all adults and six hours for children, thus introducing for the first time direct legislative restrictions on labour, notwithstanding the continuous oppositon of the Bombay cotton and Calcutta jute firms.
