Press Association.—Telegraph.—Copyright. NEW YORK, March 24. A report from San Antonio states that the United States intends to intervene in Mexico in May unless the insurrection is crushed. Six thousand additional men are preparing to join tne American forces. Tlie leader of the revolutionary force at Junta declares that the insurgents’ policy is to capture and hold Chihuahua. They state that if the United States intervenes the insurgents will fight the invaders. A report has been received in Washington that General Madero, the insurgent leader, has issued decrees holding President Diaz personally resnonsible for homicide if insurrectionists are shot under the suspension of guarantees of personal safety. All State officials aiding President Diaz will be held responsible as accessories to homicide. ,
