FORTKC^MjW^CJIANCES LONDON, March 20. Lobby chat regarding pending Cabinet changes owing to the Earl of Crewe’s illness, points in the direction of the promotion of Mr E. B. Haldane, Secretary of War, and Mr Reginald McKenna, First Lord of the Admiralty, to the Peerage, in order to setrengthen the Government in the Upper House. Tile Undersecretary of State for the Colonies, Colonel J. E. B. Seely, is designated as Mr Haldane’s successor.
The Earl of Crewe is progressing favourably.
