Lord Selborno, speaking at Glasgow, said the Unionists earnestly desired to re-, form the Lords, but there were left anf right wings. The Unionists propose that the Lords should definitely renounce concern in finance, and make strict provision against “tacking.” They are ready to refer the decision to a committee composed of an equal number of members of both Houses, the Speaker presiding. Lord Selbome will complete the outline of the reforms at Edinburgh to-day.
