President Taft announced that the United States never had any intention of intervening forcibly in Mexico, unless under conditions of the gravest character. The troops were mobilised merely for the purpose of securing the United States’ neutrality, and at the same time enjoying valuable training. War rumours were absurd. The trqops would remain on the border till July. Mexico never protested against their presence.
