REFORM OF THE LORDS.
UNIONIST LEADERS’ PLANS. Press Association.—Telegraph.—Copyright. LONDON, March 20. Lord Melbourne, speaking at Winchester, sketched the reforms approved by the Unionist leaders. These embrace moderate reform of the House of Lords, with arrangements for ending deadlocks by means of informal conferences. If these are insufficient the Lords and Commons shall sit and vote together. The referendum shall be used in cases of grave import, such as Home Rule.
