Lord Shaftsbury’s Tiuift and Credit Hanks Bill !u\s been read a second time, and referred to a Select' Committee. It provides for a central institution of finance of the rural village banks type, whereof there are 15,(Ki1l in Germany, 2000 in India, and 300 in the congested districts of Ireland. The Bill aims at assisting the owners of small holdings against moneylenders.
