As the result of the opposition in Hastings to the harbour loan proposal, Ml A, H. Russell, the Hastings representative on the Harbour Board, has tendered his resignation. A Ratepayer’s Protective Association is being formed. to prevent the revenue being spent -on permanent works at the breakwater until the Board, under the new ■ constitution,, is elected in February next. : . : 'f ' :
