The London Times says that Mr Asquith is in no position to carry out a great constitutional change by main force, but that the Unionists are ready for reasonable reform of the House of Lords if effected by their consent. It is not - beyond the wit of man to devise legislation which would secure to the House of Commons full power as to finance, but which would exclude the possibility of tacking. The Birmingham Post urges all advocates of the two-Chamber system to unite upon an alternative scheme for the reconstruction of the House of Lords.

SPEECH BY LLOYD GEORGE. An Unflinching Policy Urged. LONDON, January 26. Mr Lloyd George, in a speech at Stourbridge, said there must bo no faltering about a settlement. The swinging majority in. the west and north favoured a strong, unflinching' policy.
