He instructs the Grand Vizier to convoke a "pious" Mejliss (Assembly), capable of fully dispensing the royal justice. The rescript deprives the province of Tabriz of the right of participating in the Mejliss, before the "irresistible royal force" has destroyed the rebels in that district.
