Universal Penny Postage
LONDON, October 2.
Mr Henniker Heaton, in a letter to the Times, urges Mr Asquith to sanction a universal pei'ny postage loan of one million, which would be suiiicient, besides covering the initial sacrifices in revenue in connection with What is bound to be a highly productive expenditure, to provide a sinking'lund to redeem the loan in a decade. He contends that the capitalists are willing to relieve the Treasury of all responsibility in initiating the reform.
