There is certainly a screw loose somewhere when this sort of thing is permitted, and we cannot but feel that the Borough Council must be unaware Of the looseness, else we are sure a prompt and decided change in administration would be made. As we. remarked lust evening, it is to be trusted the Council will see to it that no favouritism or leniency is shown to anyone, particularly to those who repeatedly ignore the lawful demands made iipon them.
