(P«r United Press Association). WELLINGTON, October 19. The Council met at 2.30. HANSARD. The Reporting and Debates Committee brought up a report on the question of expediting the publication ot Hansard. The committee recommend the weekly issue to. the public, in lieu of bi-weekly as at present, and the use of improved machinery in the printing thereol. * It was recommended that the Government Printer should be sent to England and America to purchase machinery. THE! TOTALISATOR. The Hon. Jones moved for a return showing the number of petitions and the number of persons who have signed petitions presented to Parliament this session praying that betting by means of tho totalisator may be made illegal. The Hon. Bevan suggested that another phase of the question was the number of persons who had not signed the petition. The Hon. Thompson, while not opposing the motion, said the number of signatories was a very small minority of the whole community. The Hon. Jones, in reply, said it was quite open to the other side to get petitions signed if they chose to get them up. He was certain the publication of the number of signatories to these petitions would be an eye-opener to the public. The motion was lost on division by 12 to 13. The Attorney-General moved that the Council at its rising adjourn until 2.30 p.m. on Monday next. — Carried. PRIVATE HOSPITALS BILL. Amendments were brought down from the Governor to the Private Hospitals Bill. The main alteration was the proposed elimination of syphilis from the list of diseases which the manager of private hospitals has to report. The Hon. Pitt moved that the Council agree to the amendment. — Carried. ADVANCES TO WORKHRS' BILL. The Attorney-General moved the second reading ot the Government Advances to Workers Bill, received from the other House. After discussion, the Bill was read a second time on the voices. MISCELLANEOUS. The Thames Deep Levels Enabling Bill (Pitt), to make special provision lor the disposal of certain mining privileges in the Hauraki mining district, was read a second time. Tiie Unclassified Societies Registration Act Amendment Bill was reported from Committee with, slight amendment. Tho Agricultural Implement Manufacture, Importation, and Sale Act Extension Bill, and the Kensington Park Rate Exemption Bill, were put through their final stages.
