WELLINGTON, September 19. The offering oi' prizes in connection with corporation tram tickets waa the subject of two informations heard by Mr Riddell, S.M., to-day, when John Tait, advertising agent, was charged (1) with having on August 28th agreed or promised to dispose of money among divers persons by means of a device whereby such money was to bo divided or allotted by chance, and (2) with having on the same date established a scheme by which prizes of money were gained by a mode of chance. The newspaper advertisement, which was the subject of the informations, eaid "Keep your tram tickets. £6 reward. Advertising contractors, in order to encourage the collection of used tram tickets, have decided to distribute rewards monthly to the above amount. For the production of tickets bearing a number which they will call for and advertise at tho end of tho month. The numbers to be called for this month have been selected and lodged with tho City Tramway Engineer." There were several defences — one that this was not an establishment of a scheme under section 18. Tho real difficulty was under section 16 — "Promises to dispose of money by chance." If his Worship, counsel said, looked at the advertisement he would see the defendant waa not distributing anything by chance, but advertising for certain tickets. This was not like a competition where all tickets were required to bo sent in, and the winning ticket was selected by a mode of chance.
