MARTIAL LAW TN POLAND ABOLISHED.
Received December 2, 8.24 a.m. ST. PETERSBURG, December 1. The Czar has issued a manifesto abolishing martial' law in Poland, and a constitutional Senate has been appointed in Finland, including men the late General Bobrikoff banished.
450,000 COSSACKS TO BE MOBILISED.
Received December 2, 8.24 a.m. ST. PETERSBURG, December 1. General Trcpoff has been appointed a member of the Council df the Empire. It is reported that the mobilisation of the whole of the 450,000 Cossacks is intended. The mutineers at Sevastopol demanded a constituent Assembly and tho fulfilment of the Czar's manifesto. Tho delivery of letters in St. Petersburg has been stopped. Tho male telegraphists expelled the female telegraphists by means of chemical fumes.
