It is reported that the mobilisation of the whole of the 450,000 Cossacks is intended. The mutineers at Sevastopol demanded a constituent Assembly and tho fulfilment of the Czar's manifesto. Tho delivery of letters in St. Petersburg has been stopped. Tho male telegraphists expelled the female telegraphists by means of chemical fumes.
