Why Mr Balfour Declined to Dissolve.

In the House of Commons, Mr Balfour, replying to Mr Fowler's criticisms on his declining to dissolve, declared that there is ono test as to whether a Government is entitled to conduct the business of th« country — namely, whether the House Bupports it. Every other test is open to qualification, and as regards bye-elections, to make tho existence of a Government depend upon what is possibly » mere wave of popular opinion is to reduce the Constitution to an absurdity.
