The Kaiser, in an address in connection with th© Army manoeuvres at Gresen, appealed to the Poles to exhibit loyalty, and appreciation of tho good" Government. He added that at his last interview with Leo XIII.. the late ' Pop© clasped both his hands and blessed him, though he was a Protest, ant, with the promise, in the name of all German Catholics, that they would be faithful subjects of their Emperor.
