Three Refuse to be Vaccinated.

Three of the Mokoia's passengers refused to be vaccinated, and will be landed in quarantine this morning. The vessel •will then come to the wharf. The passengers are dissatisfied at being kept aboard ail night. Received January 30, 10.30 a.m. MELBOURNE, January 30. The Board of Health decided that no persons from New Zealand should be allowed to land unless successfully vaccinated within the last two years and vaccination was at least sixteen days old.
