THE CAUSE OF CRIMINALITY.
Tho Congress of Criminal Anthropology at Amsterdam discussed defeneration and criminality. M. Winkler, of Amsterdam, argued that degeneration was the prime cause of criminality. Mile. Lombroso read a paper on cases of criminality among aged persons through morbid causes. Dr Gamier, of Paris, explained that in reality there was no such thing as a born criminal. Crime w»3 one of the accidents of life. Professor Lombroso protesting, Dr Gamier explained that there existed by the side of born criminals accidental criminals. Signor Fcrri, of Rome, added that, a man with a criminal stigma did not always become a criminal. His surroundings and his general mode of life had to co-operate. Dr Gamier also said that offences committed by children, especially murder, were due to the abuse of alcohol by their ancestors, and expressed the hope that States would take measures against the abuse of alcohol. -
