THE BOERS AGREE TO A CONFERENCE.
ARREST OF NEWSPAPER EDITORS.
Received Soptember 4, at 1.5 a.m. PRETORIA, Seplcmbor 3. Tratisvaal's reply, handed to Mr Green, it is understood, consents to the holding of a conference at Capetown, a willingness to explain tho working of the Franchise, and to receive friendly suggestions. Mr Pakeman, editor of tho Transvaal Leader, has been arrested on a charge of High Treason . A warrant has also Deen issued against Mr Moneypenny, of the Johannesburg Star.
