(Received February 23, at 10.25 a.m.) SYDNEY, February 23. Premier Reid, in his speech, said ho accepted tho responsibility for tho compromise rcaohed by tho Premiers. It was a very great improvement on the Feoerarßill as it originally stood. He could thoroughly and heartilyaupport it. It was now a question of accepting this settlement, or breaking off Federal negotiations.
