POSTAL CONFERENCE.

Duffy, Postmaster-General of Victoria, reported the result of his visit to the Washington Postal Conference Several matters in the Washington treaty have been referred to tho permanent heads. The report of the permanent heads with regai d to intercolonial minor arrangements was adopted.
