President McKinloy is resisting tremendous pressure brought to bear by the Jingoes. Congress generally is dispoied to assist President McKmley in the stand ho has taken. Strong support is being given to the anti-jingoistic policy of President McKinley by Mr E. J. Phelps, formerly American Minister in London, and Mr L. P. Morton, formerly vice-Prosident of the United States.
