London, March 28. The Standard says that popular feeling in favor of intervention in Caba on humanitarian grounds is growing strongly, Madrid, March 23. Spain is trying to stay Amorican action in Cuba, alloging that the reports published with reference to the starvation and destitution amongst tho population are inaccurate. The Spanish Government will not admit any encroachments upon its sovereign rights in regard to Cuba. The general elections in Spain have resulted in a great victory for the Sagaßta • Government.
