If a period of incarceration were to be BiilJ* stituted for capital pMnishnlent ttn* doubtedly that punishment, would bd heavier than the short and sharp hanging as at present, but, as I understand it, the r life sentence is, amongst other good reasons, giv<u in order to prevent a monster helping to populate .the world with his offspring.
