Mr Curzon announced that the Thames Ironwork Company are negotiating a con- , tract with Russia for the construction of a dockyard in the Baltic. No decision has yet been arrived at. The official bulletin issued by Sir W. Broadbent, medical adviser to Lord Salisbury, states that the patient's health unfits him for Foreign Office work until he has obtained complete rest and change of air. Mr Balfour will therefore relieve Lord Salisbury at the Foreign Office. Sydney, March 15. Dr On Lee, the Chinese medico, has left for China. In the course of a speeoh he said he intended to urge the appointment of a Uonaul-General for Auatralia. After living in the colonies for 40 years he had formed the opinion that China could rest on no better friend than England, and it would be bis duty to instil this idea into all the leading men he came in contact with.
