BOROUGH COUNCIL.

'iho usual fortnightly meeting of the Counoil was held last night, when there wore present— Ors Parsonß (chair), Clapham, Bell, Manson, Liffiton, Spurdle, Hogg, and Perrett. , ( The minutes of tho previous meeting were read and oonfirmed, and the Bank Book showing a debtor balance of £775 lOs 2(1 were laid on the table. Tho members of the Council congratulated Cr Clapham op taking his seat at the table. An application from the Naval Artillery to advertise thoir picnic on the pootpaths was granted. A transfer on tho Burgess 801 l from Mr John Rendell to Mrs Ellen Sarlin was granted. An application, for a renewal of Auctionoor'B License for 1893 wa* granted to Messrs F. B. Jackson and Co. A letter was read from Mr Goo. Brown, junr., on behalf of tbe St. John's and Suburban Working Man's Olub for permission to erect a verandah to the premises known as St. John's Hotol. Tho Counoil decided that the only quoition they hod to deal with was the application pure and simplo and not whether a obarter for suoh a club had been granted. Tbe application was grautod on tho usual conditions.subjeot to tho approval of the Foreman of Works. Mr David Blair wrote and complained of the Town Clerk's conduct when he was

in quest of his account at the office in conneotion with a oertain address. The Town Olerk explained at some little length, showting that the discourtesy, if any, was on Mr, Blair's part. On tho motion of Mr Manson the Town Clerk's explanation was considored satisfactory.

Mr Hatriok wrote, complaining of the arrangements rt tho towing of punts, and stating that on tho last occasion Mr Gordon sent down word that two punts would be ready, the Wairere went to the Quarry and found thut the punts wore not loaded, and the steamer had to return empty — this being the third occasion the same thing happened. Or Manson eaid he understood that there was an understanding between the contractor (Gordon) and Mr Hatriok, that Gordon prepared four punt loads every Wednesday. Mr Gilmour gave a short history of the matter from a month back, showing that Mr Hatriok's complaint was not quite as represented, and that the punts he complained of as not being loaded with stono were not always available, in oonsoquenco of his (flatrick) using lorao of them for other purposes. Cr Spurdle suggested that the uooiplaints be referred to tho River Bank Oommittcp, it was resolved that Mr Hatrick's. letter bo referred to the Biver Bank Commtttco, with instructions that if Hatrick and Mr Gordon cannot come to satisfactory arrangements, a return be made to the strict provisions of tho contract, nttmoly a punt per day, or two punts evory othor day. Cs Parsons' name was added temporarily to tbe River Bank Committee.

The Foreman of Works' report was read and adopted.

A longtby report was received from the Sanitation Committee, and a special meeting of tho Council was called for 21st inst., to consider and deal with it.

In reply to Mr Manson, Mr Parsons said Mr Beattio's opinion was being taken as to the best means ot supplying tbe town with the artesian water.

Accounts to the amount of £]Q8 6s 3d were passed for payment.

The annual tenders for supplies were reforred to a cbmmitteo, consisting of Crs Liffiton, Hogg, Spurdle, Clspham, and Carson, with power to act.

Cr Spurdlo refening to tho schedule on tbe table, pointed out certain works which had not yet been commonued. Tbe Foroman said they would be started after tho New Year.

I The Council then adjourned, and a meeting of tho Domain Board was held, n hen Mr Parsons read a letter ho had forwarded to the Minitter for Lands re tho Museum sit*. The letter was forwarded on October 10th, but no reply to it had been received. Tho Clerk now nod, however, a fresh application lor half an acre from tbe Secretary of tho Museum Trustees, together with a plan of tho site. It was resolved that a further letter be sent to the Miniitor, asking that the half acre bo granted, and requesting that a roply be forwarded at once, as the Museum Trustees want to build. A Committee was appointed consisting of Messrs Ferrett, Clapham, and E. N. Liiliton, with power to make necessary improvements in the parks.
