Sydney, October B.— Julian Thomas, " Tho Vagabond," who has recently returned from Samoa, in one of his letters on the condition of natives there, accuses interested individuals of stopping the flow of charity from Now Zealand and Australia to Samoa. In thia letter he mates an urgent appea Ifor further shipments of rico to be sent to residents who are suffering from want of food.
