Melbourne, May 28. — Mr Service's reply to Mr btout's circular on the subject of Federation, is made public. Service expressess regret that the New Zealand Government did not formulate its views earlier, and states that a Federal Council as proposed would in no wise interfere with the local autonomy cf the respective colonies. Mr Service concludes by expressing the con* viction that a Federal Council deprived of the power of legislation would be no better in result than the recent conference.
