Paris, Maroh 10.— It has transpired that the French Government have sent instructions to the Governor of New Caledonia to invariably demand extraditioD of any convict escapees from the penal settlements who may take refuge in Australian territoiy. DEATH OF THE EDITOR OF LLOYD'S WEEKLY. London, March 11,— The death is announced of Wm. Blanchard Jerrold, author and journalist ; aged 58. < Received March 12, 12.50 p.m. RUSSOPHOBIA AGAIN. A debate has taken place id the House of Lords on the subject of Central Asia, and the occupation of Merv by the Russians. In the bourse of the same Earl Kimberly, Secretary of State for India, made a speech in which he announced that parleying was now proceeding between the English and Russian Governments, with a view of definitely fixing the lines of the Russo-Afghan frontier.
