Since the war Europe lias largely danced to the tune set in Paris and London, but that period has come to an end. Continental developments now, for good or ill, are simply no longer under AngloFrench (chiefly French) control. France resents the change without being able to avert it. There can lie no doubt that the British Government will on the lvhole not be sorry to see another order in Europe than that of the long-standing Trench hegemony. Apart from the dangers of a rupture of the peace under any further assertion of what Hitler calls “the Versailles regime,” France herself is too disturbed to maintain her past role. Nor need the call for a change remain a matter merely of opinion. The results of “the Versailles regime” speak for themselves. It has produced the situation we see to-day—the failure of the Disarmament Conference, the rise of the Nazi power, the antagonising of Germany to the point of rupture of the peace treaties, the collapse of the League of Nations against Italy, and the threat of a renewed division of Europe into rival, alliances of Great Powers. It is no juncture at which British policy can hesitate longer. The time has come for a general conference in which all parties must be heard in contribution towards a new settlement.
