It is generally believed that Germany wil conclude a bilateral pact of non-aggression with Austria, while Hungary is expected to adopt a similar attitude. The general feeling in southern and eastern Europe is that the immediate threat.of war is eliminated. The "Daily Telegraph’s” Vienna correspondent says that in view of political hostility to military conscription, the Government apparently intends conscription of labour covering the whole population. It will then select those fitted to serve as military or labour conscripts for the year, judging by "physical and moral qualities.” Bearers of arms' will be limited to supporters of the present regime.

It is understood at Paris that the conference of States interested in safeguarding Austrian independence will be held at Rome on 20th May, and will be attended by France, Italy, Austria, Germany, Poland, Hungary, and the Little Entente Powers, with the addition of a British observer.
