PROPOSED PACTS
SIR J. SIMON TO VISIT BERLIN.

The "Daily Mail" says that Sir John Simon, British Foreign Secretary, according to present arrangements, will visit Berlin within a fortnight to negotiate with the German Government regarding the Anglo-French conversations.
It is understood that Sir John Simon will inform Germany that the conclusion of the air pact depends on a progress agreement with Germany regarding an Eastern Locarno pact and arms limitation. Sir John will renew the offer of armament equality to Germany by modifying Part Five of the Versailles Treaty.
His Berlin visit is contingent upon Sir John Simon and M. Laval agreeing on a common policy when Sir John goes to Paris on 28th February. Mr Ramsay MacDonald may possibly accompany Sir John to Berlin. It is understood that consideration was given to the Gorman Government’s reply to the Anglo-French communique of 3rd February, at the weekly meeting of Cabinet held at Downing Street to-day.
