RUSSIA ADMITTED A UNANIMOUS VOTE. Press Association Electric Telegraph—Copyright GENEVA, Saturday. Russia has accepted an invitation signed by 30 members to join the League, after Avhich the Council formally unanimously voted in favour of giving the Soviet a permanent seat. Panama, Portugal and Argentina did not vote. All the British Dominions except the Irish Free State signed the invitation to Russia. Other European non-signatories Avere Belgium, Poland, Portugal, Luxembourg and 1 Switzerland. Proceedings for securing Russia’s election will be completed on 18th September. The Little Entente’s permanent council, M. Tituleseo, M. Yevtitch and Dr. Benes, decided to support Russia’s admission to the League, and passed a resolution in favour of the proposed Eastern Locarno Pact. SOVIET GLAD. (Recchmd Monday, 8.55 a.m.) GENEVA, Sunday. M. Litvinoff, in a letter regarding Russia’s acceptance, says:—“The Soviet is especially glad to enter the League at a time Avlien consideration is being given to an amendment to the Covenant in order to harmonise Avith the Briand-Kellogg Pact to banish warfare.” He added: “The Soviet is of opinion that the submission of disputes to arbitration or judicial settlement under Articels 12 and 13 of the Covenant should not be applicable to questions arising before entry to the League.
