ARKANSAS REVELATIONS. NEW YORK, Thursday. A Little Rock (Arkansas) message states a complete revieAv of the State penal system has resulted from the killing a Aveelt ago of a 22-year-old escaped Avoman convict by guards avlio overtook her at a farmhouse Avliere she aa'us allegedly attempting to obtain an automobile at pistol point. The gill, Avho had a bad record, and five previous escape attempts, aauis said by the guards to liua 7 c tried to shoot them on apprehension. It is disclosed, lioAvever, that under the present penal administration, Avliieli is only 18 months old, 19 convicts Avho tried to escape have been shot and killed. Tavo guards are uoav held, one on a first degree murder charge, and the other charged Avith being an accessory before the fact.
