An old proverb says the devil finds work for idle hands to do. And particularly so for the idle hands of' youth. It is from amongst the young men for whom the outlook of life is blank that the ranks of despair and destruction are most readily recruited. In every part of the world these are the hope of the Communist and the Bolshevist. If young people are allowed to remain in idleness they are apt to become the prey of those who preach discontent with the existing system. If this was the best that any system had to offer, who could expect rational beings to be content with it? The community is under obligation to see that the system can be made to offer something better. For remoi'ing the growing menace of unemployed youth the responsibility rests not only upon the Government, but on every citizen able to lend a hand. Those in work and those out of work, employer and employee, are equally concerned. As none can escape the consequences of allowing the present drift to continue, all are directly interested in helping to stop it. Progress has brought humanity no problem yet for which it has not also brought a possible solution. And not until the whole-hearted cooperation of all classes has done its best and failed can it, be said that any capable youth in this country need be condemned to compulsory idleness.
