MONARCHY TALK FOOLISH AND INJURIOUS. Addressing the Reichsrat, he said he believed a monarchy was the most suitable form of government but when existence itself was at stake, a monarchy was not a question to be solved in our time. The Government would not distract the people afresh by re-opening this question.
