“CART BEFORE HORSE.”

In an address at Eltliam, Dr. Valintine, ex-Director-G eneral of Health, made comment on Dr. Campbell Begg s scheme in regard to the hospitals of the Dominion. He described the new scheme as putting the cart before the horse, and considered that before districts were reduced, Dr. Begg’s proposals should be submitted to tbe Board of Health for consideration.
The speaker advocated more co-oper-ation between the hospital boards, whose districts, he said, should not be regarded as watertight compartments. He described Dr. Begg as an idealist whose ideals had somewhat run away with him.— (P-A.)
