TRUST GRANTS.

METHOD OF ALLOCATION. The Mastcrton Trust Land Trust advised the Wairarapa Secondary Education Board at its meeting last nigh.t that a capitation grant of £l3O 10s had been made to tho Wairarapa High School for the year ending March 31st, 3929'. Tho grant was made on a basis of 100 pupils at 12s, 100 at Ss, 100 at 6s, and four at 4s. Mr W. 11. Jackson, Trust representative on the Board, stated that ho had endeavoured to get the grant made on a basis of 12s per head all round, but on account of a tag on the Trust balance sheet regarding an overdraft, it had been necessary to cut down the grants. The 'chairman (Mr T. Jordan) asked why it was that the Technical School was not place don a capitation basis.

Mr Jackson replied that Ife had advocated that the Technical School should be placed on tho same basis, but it was considered by the Trust not quite the time to do so. He had no doubt that the school would be placed on a ■capitation basis. Any requests for special grants would be dealt with on their merits.

Mr Jordan observed that the Technical School had at present a credit of over £IOOO in the building fund as the result of Trust grants'. jWhcn the Government was asked to 'build a new school it should not relieve its own pocket by taking the money the Trust had given to the school. Sooner or later, he said, the Government would take this fund, but he did not think it right that it should do so. He was sorry the Tiust, through stress of circumstances, was unable to make a grant towards an Assembly Hall at tho High School.

The matter of allocating tlie capitation grant was briefly considered, the suggestion being that it should be placed to the credit of the Assembly Ball Fund, or, if possible, should be used for paying interest on any sum raised for such a purpose. E, Barrelasked if it was a wise policy to hoard up a sum of £IOOO in the building fund when it might be collared by the Department. ' In reply to a question, Mr Jordan said the money standing to the Technical School’s credit ill tile building fund was not set aside by the Trust Lands Trust for building purposes, but was placed there by a previous school board. The present board, -he observed, were quite free'to do as they liked.
