UNEARNED INCOMES.
LABOUR PROPOSAL. LONDON, Wednesday. The Parliamentary Labour Party -has adopted a resolution in favour of a surtax of two shillings in the pound on all unearned incomes over £SOO.- The scheme has been much discussed in recent months. The resolution instructs the Executive of the party to have the proposals placed vigorously before the country. Mr Philip Snowden, a former Chancellor of tho Exchequer, favoured the surtax being used for debt reduction, but many others in the Labour Party desire it to be available for social services, believing that the tax will bring in £80,000,000 per annum, though Mr 'Snowden is doubtful if it will yield so much. Tho “Daily Herald,” in supporting the scheme, says that only 250,000 persons will bo liable to the surtax. “'These people,” it says, “can pay, and it is right that they should be made to pay. They must, be made to pay.”
